When it rains hard I get a leak that seems to be coming from under my bulkhead stairs at the joint between the bottom step and the basement floor. I have poured concrete walls. I suspect dirt settling under the stairs allowing a direct path for the water. I also have ground squirrels with tunnels under the stairs.
Is this a landscaping or waterproofing problem?

Yes you are right - water follows the path of less resistance and in your case that is at the floor/stair seam. Landscaping will sometimes help. It is good to grade the land so it will slope away from the foundation. Direct water away from this area if a downspout is close by also.
If that doesn't work I would recommend that you contact our office at 1-800-649-6140 and arrange for a Certified Waterproofing Professional to give you a free written estimate. We take care of this problem quite a bit. Thanks SteveA
