Hello everyone. I'm building a woodworking shop in my basement. It is 25' X 40'. My tools are all rusted, and I do run a dehumidifier 9 months each year.
I was considering painting all the concrete walls with Drylok sealer. Also, some
time ago,I tried to seal the floor with a 4 step system. It failed, and now how do I start over on the floor? Do I have to remove all the old paint? All advice
is greatly appreciated.

I would recommend installing Thermal Dry Floor Matting over you basement floor. I then recommend installing a SaniDry Basement Air System and run it instead of that dehumidifier. (With its energy savings and removing over 100 pints a day - it will take care of your problem and save you money.)

I hope this helps
