I live in southern Michigan. Most basements (other than "Michigan" basements- dirt floors) in older homes have block walls. The blocks appear to have some form of concrete plastered over them. The problem is that the concrete flakes and gathers on the ground below as dust or small flakes and dust. You can scrape away a considerable amount with just your hand. I suppose it would be like a dentist cleaning out a cavaty prior to filling it. Does this sound like anything common to your area? Know of anyone in the Michigan area with a business such as yours?
