water in basement

I live in a very low-lying area with the bay on both sides of my street. Even without a N"oreaster, my back yard does not dry out until July. As soon as a moderate rain appears, my cellar collects 2" of water - it does seep through the foundation from the bottom up. I do not expect a bone dry basement, I wish to investigate methods to cut down on the pudddling. Many thanks. Karen
