We at Pioneer Basement hear a familar question almost every day, " Will installing gutters and downspouts solve my problem of a wet basement? "
The answer to that question in my professional opinion is the following: While diverting roof water away from the foundation is generally a good idea, gutters and downspouts cannot be relied upon to correct a wet basement. The reason is simple, gutters and downspouts can clog with leaves and debris. There is also heavy wind blown rains that many times overflow gutters. Then in the North East we must deal with freezing and snow.
Gutters and downspout are a part of the solution. I would recommend them in the North East part of the country as a first step. However a Certified Professional Waterproofer can make further recommendations. Please check out this website and request an estimate free of charge.
