we have a finished family room in a raised ranch and is below the street grade. when it rains a lot we get seepage into the front of the room and have to roll up the carpeting to let it dry out. it has been suggested that french drains and perforated pipes will help. is this the right approach? i'd really hate to dig up the foundation. we also get seepage in the rear during extremely heavy rains or if someone forgets to shut off the outside silcock. i can see a repaired crack in the corner of the basement window in the rear.

It sounds like you are on the right track. I would recommend a system called WaterGuard which is less intrusive and less disruptive to the foundation. It is also a non clogging system which is important if you want to finish your basement.
