When we get a good rainfall my bulkhead begins leaking at the sills adjacent to my foundation and then runs down the cement to the bottom step and under the door into the basement. This has only begun over the past couple of years. I leave towels on top of sill where it connects to bulkhead to help minimize water. any suggestions on eliminating problem? I have run the hose on bulkhead to see if I can see where it is coming in but to no avail. I also have caulked any all around outside. I'm wondering if seepage could be coming up from ground?

Yes it can be ground water coming up from the joint where the bulkhead meets your foundation. It can also be coming from the vertical seams as well. If you like I can set you up with a free visit with one of my Project Managers to come out take a look and give you some suggestions. In some cases we can inject the vertical joints and install a surface drain in front of the doorway tied into a sump pump. That way if it ever did leak again it will be controlled and pumped out. I apologize for the amount of time it has taken me to respond to your question. I promise your service will be much quicker in the future.
