I've read through several past posts and I have similar problems. My house is 150+ yrs old and the previous owner had an addition put on using a cinder block foundation. The joint that connects the cinder block foundation to the original foundation appears to leak badly as do some smaller gaps between the blocks themselves. I have a plan of attack and the first step I considered is to excavate a trench along the outside section of wall and improve the drainage there. A second step, I would imagine is either to apply the membrane material you recommended to others while the wall below-grade is exposed. A third step, if need be, is to install an interior sump pump.

My question: Is there a referral you can give me who could help in my area (seacoast NH)?

Yes, you can call Jim Berube at 603-382-6098. Jim used to be Pioneer Basement's GM for NH and now owns and operates his own company Basement Systems of New Hampshire. Give him a call and tell him Steve says hi.
