We purchased a new home in June 2001 and were told not to paint the basement floor for at least six months so that everything could dry out. We waited until December and then painted the floor with the proper paint for basements. The floor at that time was dry. Last month I noticed that around the edges of the floor near walls, the floor was sticky and when I touched it the paint was damp. It has been very humid here lately and we have had a record rainfall in June. It should also be noted that our house is located over a water table! We have a sump pump which works most of the time and we are also using a dehumidifier but the damp area does not seem to want to dry out. To the best of my knowledge we have graded external soil to drain properly away from the house, ie., soil grading and draining pipes from the eavestrough. My question is could the water underneath the floor be too high? I am not sure what we should do to repair this problem.
